Upload all files from each skill folder as notebook References. Copilot does not support AgentSkills ZIP upload.
Reference files
M365 Copilot notebooks accept up to 300 references (50 on Copilot Chat). Each skill folder contains multiple files — SKILL.md, evals/, references/, etc. Upload every file from the folder, not just the manifest.

Download and unzip a topic pack
Choose a pack aligned with your work. Each folder inside is a complete skill with all its subfolders.

Create a Copilot Notebook
In the Copilot app, create a notebook for social media work. Notebooks persist references across chats.

Upload every file from each skill folder
Under References, upload all files from a skill folder — SKILL.md plus contents of evals/, references/, and any other subfolders. If .md is rejected, save copies as .txt. Repeat for each skill you need.

Set Copilot instructions
Expand the menu next to your notebook name → Copilot instructions. Tell Copilot to read SKILL.md first and follow referenced files when the workflow requires them.

Prompt inside the notebook
Ask Copilot questions in that notebook so answers ground on your references — e.g. “Using caption-writer, write three Instagram captions for this photo.”
Tips
- Copilot instructions have had intermittent enforcement issues — repeat key rules in your prompt if outputs drift.
- Pin specific files if a SharePoint folder reference might not include them in the 300-file grounding set.
